Plastic Bound Distemper (PBD) is a top quality smooth distemper that can be used on walls, ceilings, old and new cement, concrete plaster, chipboards and hardboards.
It can be thinned down with equal volume of water for application. Add a little more water in final coat to achieve optimum results and durability.
